Improvement: Removing FTA/UTA markers

As a manager, I should have the ability to remove FTA/UTA markers. This is because sometimes, staff members have found a file belonging to another patient with the same name and then apply an FTA/UTA to this incorrect file. These markers should be deleted, so as not to appear on an innocent patient's record.
