Feature request: Merge duplicate patient files

Submitted by the OCM team:

"Many times there are multiple patient files, commonly found when people have ambiguous spelling of names or more than one name (one in their native language and an anglicised one). Merging patients would be useful to reduce duplication of files and losing track of treatments, notes, radiographs and patient detail updates."
